Abstract

Purpose

Runaway and homeless youth (RHY) are among the most vulnerable youth globally. The United Nations Convention on the Rights of the Child (UNCRC) states that all children have the right to the highest level of health, and that universal healthcare rights are afforded to RHY and all children. Social determinants of health (SDH) are universal factors that frame the experiences of RHY as facilitators or barriers for accessing healthcare. The purpose of this paper is to describe practical best approaches, and policy recommendations, for improving clinical care systems to make healthcare more accessible to RHY.

Design/methodology/approach

The authors describe and apply an adapted socio-ecological framework that includes SDH specific to RHY around the globe.

Findings

There are multiple and complex factors in the social ecology of RHY that determine their chances of accessing healthcare. While many intrapersonal reasons for homelessness are the same globally, systems of care vary by country and by developing/developed country status. Structurally competent care systems offer a new lens for how to best provide care to RHY to take into account SDH and the unique needs of RHY.

Originality/value

The UNCRC serves as a moral guide and frame of universal child healthcare provision for countries around the world. The authors uniquely argue for UNCRC, tailored-SDH, and care delivered in a structurally competent manner to make a moral case for both physical and mental health for all RHY.

Abstract

Purpose

This paper aims to critically explore the factors influencing the regulation of gambling and cryptocurrencies as part of anti-money laundering (AML) initiatives in Bangladesh. As a member of the Asia/Pacific Group on money laundering, Bangladesh must adopt a risk-based approach to regulate these entities.

Design/methodology/approach

This study applied an exploratory design and investigated the real nature of the challenge Bangladesh facing in adopting a risk-based approach to regulate gambling and cryptocurrencies.

Findings

This study demonstrates that current regulatory responses towards gambling and cryptocurrencies in Bangladesh are largely influenced by passive wait-and-see policy instead of a proactive risk-based approach, a measure mandated by the Financial Action Task Force (FATF). It demonstrates that these financial entities, which are poorly regulated because of their unclear legal status in Bangladesh and the regulator’s apparent lack of understanding of the type of threats they pose, may facilitate money laundering. Effective risk-based regulation is required to control potential risks.

Research limitations/implications

This paper focuses on two specific areas –gambling and cryptocurrencies – which are linked to two specific FATF Recommendations: designated non-financial businesses and professions (DNFBPs) and new technologies. Further research is required to investigate the concern from the perspective of other entities.

Practical implications

The results of this study will help inform policymakers about ways in which current regulatory approaches may need to be modified to better combat money laundering and financing of terrorism.

Originality/value

According to the authors’ knowledge, this is the first study aiming to explore challenges Bangladesh confronts in implementing a risk-based approach for DNFBPs and new technologies. Therefore, it provides important insights into the dilemma regulators facing in implementing global AML standards within their traditional legislative and regulatory framework.

Abstract

Focuses on Elliotts writings on Marx through the prism of a contemporary question of pressing urgency for those committed to human progress: is socialism possible? Concentrates on a subset of Elliotts writings on Marx and sketches out his version of Marx′s views on the ideal character of socialism. The humane, decentralized, and emancipatory vision of socialism which emerges would seem to be the most meaningful legacy to be drawn from Marx′s life and work. Contrasts this vision with the historical experience of the Communist world, and attempts to reach some conclusions to its central question.

Abstract

For one merit-based undergraduate scholarship program at Washington University in St. Louis (the University), discovery and dialogue have been essential to the program’s nearly 30-year existence. Named for Dr. John B. Ervin, the first African American Dean at Washington University in St. Louis, the John B. Ervin Scholars Program has attracted, recruited, retained, and graduated over 600 students deemed to exemplify extraordinary commitments to four pillars – scholarship, leadership, service, and diversity. Because the Program’s administrators have cultivated a community grounded in discovery and dialogue, the Ervin Scholars’ resolve to foster a more just and equitable society has deepened over time, perhaps preparing them for this time in which universities, this nation, and our world face crises over race. This resolve has manifested the last few years as Ervin Scholars have responded quickly to racial issues at Washington University in St. Louis and throughout the nation.

With its 30-year foundation, the John B. Ervin Scholars Program continues to develop, nurture, and support young people who advance discovery and dialogue. Drawing on a number of interviews, Program and University publications, and external publications, “A Legacy of Commitment,” the second installment of the Program’s history, demonstrates how the presence, contributions, and achievements of Ervin Scholars have changed Washington University in St. Louis. The Ervin Program has been an important part of the University’s efforts to be more diverse and inclusive, and it will continue to be integral to the University’s current and future plans.

Abstract

The war in Iraq, the threat of terrorism and the Severe Acute Respiratory Syndrome (SARS) epidemic have made international business activities increasingly difficult and risky. The worldwide economic downturn and slow growth in domestic markets are forcing companies to depend more than ever on overseas trade. SARS emerged in China in November 2002 and has spread to 26 countries. The SARS epidemic has caused the most severe economic crisis in Southeast Asia since the wave of bank failures and currency devaluations that swept the region five years ago. The SARS epidemic has prompted health officials to implement travel advisories and restrictions, in order to defer nonessential travel to regions of Asia with large numbers of SARS cases. They are enforcing quarantine and isolation measures in major cities to try and limit the spread of SARS. The President of the United States has signed an executive order adding SARS to the list of communicable diseases that can be quarantined. A major disruption in China could paralyze just‐in‐time supply chains and cause an economic crisis for retailers and other businesses worldwide. The SARS epidemic has caused many economists to drastically reduce their economic‐growth forecasts for Asia. New infectious diseases, such as SARS, can emerge and easily travel around the globe, infecting less‐resilient hosts and mutating because of the influence of viruses and bacteria in their new environment. Health officials are even more concerned about the pandemic disaster that hasn’t happened, but may still. However, the SARS epidemic has created positive economic benefits for some companies.
